WAMP and send.osc

My brother (Unamanged) found a windows binary copy of send.osc and using his knowledge of PHP now has a way to send commands over a network to an active MC. I am wondering if anyone else could find this useful since the binary file was hard as chopsticks to find.

Can this enable me to use / develop a windows program that can control the Make Controller over ethernet using OSC protocol ?
